Houze & Associates hosts “Pay Or Play” Healthcare Reform Conference
Houze & Associates, in partnership with MedCom, hosted a conference on March 27, 2013 at Callaway Gardens to discuss the financial impacts of the new Healthcare Reform Laws. The conference was attended by over 30 people from nine Georgia school systems.
Don Miller, Houze Executive Director for Strategic Benefit Planning, presented a summary of the new healthcare reform regulations including:
- Determining large employer status
- How to determine full-time employees
- Large employer mandate regarding providing medical insurance
- Definitions of essential coverage and affordable coverage
- Federal poverty guidelines
- Penalty types
Michael Bracken, MedCom President, presented a detailed financial review of an actuarial review of a current live census from a school district including:
- Shared Responsibility Penalty for No Coverage
- Shared Responsibility Penalty for Unaffordable coverage
- Employee eligibility for premium subsidies
Pay or Play Financial impact of the following 4 scenarios:
- Keep current medical programs
- Drop employer sponsored medical coverage completely
- Drop employer sponsored medical coverage and gross up employee wages
- Offer minimum essential coverage at affordable rates to avoid any penalties
- Other potential employer consideration to minimize financial impacts
A question and answer session followed to discuss the detailed financial information that was presented. Potential savings to the school districts were discussed during the Q&A session.
